Requires lawmaker approval for costly state rules
Requires the Legislature to approve by joint resolution any state regulation expected to cost one million dollars or more over five years. It also sets up a schedule for the Legislative Audit Council to review each state agency's rules every five to eight years, and lets courts decide the meaning of laws and rules without deferring to agency interpretations.
