Extends highway program and allows federal lawsuits over environmental reviews

Extends the end date of a 2019 highway construction law to July 1, 2032, unless the legislature extends it again. Lets the state transportation department take over certain federal environmental reviews for road projects, and allows people to sue the state in federal court over those reviews. Requires a yearly public report on the program, including time savings, financial effects, and any lawsuits.
