Sets licensing and rules for wellness reimbursement programs

Requires companies that run wellness reimbursement programs, which repay workers for certain medical expenses, to get a state license and pay fees. Companies must follow federal and state laws, must not make misleading claims, and must cover employers and workers if a program creates tax problems. Brokers who sell these programs do not need a separate license but must act honestly, and violators can face fines or jail time.
