Moves consumer affairs department under governor's control

Turns the Department of Consumer Affairs into a department of the executive branch of state government, led by an administrator the governor appoints with Senate approval. It replaces the former Commission on Consumer Affairs as the head of the department and moves the department's employees, funds, property, and contracts into the new setup. The administrator serves at the governor's pleasure and must get the governor's approval before filing certain lawsuits.
