Limits fees charged to help veterans with benefit claims
Bans businesses from charging upfront or nonrefundable fees to help veterans with federal benefit claims and caps fees at five times the monthly benefit increase or $12,500, whichever is less. Requires written agreements, a required disclosure that the business is not affiliated with the government, and background checks for staff who access veterans' records. Violations are misdemeanors, and affected veterans can sue.
