Lets cities add a sales tax for property tax relief

Allows certain South Carolina cities to add a sales tax of up to one percent, if voters approve it in a referendum. At least 20 percent of the money must go toward a credit on property taxes for owner-occupied homes, and the rest can pay for roads, bridges, police and fire stations, and similar projects.
