Changes red drum fishing limits, hook rules, and deer tags

Limits anglers to one red drum per day, or two on a boat, and allows only red drum between 18 and 25 inches long. Requires a non-offset, non-stainless circle hook when fishing by hand with natural bait and a hook size of 4/0 or larger. Also increases the number of antlerless deer tags residents receive with a hunting license and big game permit, from one to three.
